Chadbourne Street murder suspect has long criminal history dating back to 1999

SAN ANGELO, Texas — Public records show that Chadwick’s arrests began when he was 17. His first arrest as an adult was on Dec. 14, 1999, for criminal trespass.

From December 1999 to March 2019, Chadwick has been arrested 35 times by multiple agencies - the San Angelo Police Department, Tom Green County Sheriff’s Office, Texas DPS and the US Marshals.

The range of offenses and charges are broad and include failure to appear, no fishing license, setting of fireworks within city limits, no insurance, public intoxication, assault, theft and murder. However, arrest records indicate that 2019 was not the first time Chadwick had been arrested for a murder charge.

In 2008, records show that Chadwick was arrested for his alleged connection in the murder of Kim Burton, but was never indicted. After a few months in jail, the charge against Chadwick was dropped. According to a San Angelo Police Department press release, in 2011, James Owen Winchester was arrested for Burton’s murder. Court records show that Winchester was found guilty of that murder by a jury in 2014. He was sentenced to life in the state penitentiary.

Chadwick has also spent a lot of time behind bars. Over a span of 20 years, Chadwick had at least 24 cases heard in court. If each day was served and he was not released early for good behavior, the sentences for those cases combined total more than 330 days in the Tom Green County Jail and more than a decade in the state prison. He was also sentenced to three years of probation for a theft charge in 2000.

Recidivism is the tendency of a convicted criminal to reoffend. According to a 2018 Texas Department of Criminal Justice statistics report, the recidivism rate for the state of Texas is one of the lowest at just over 20 percent. That report also states that recidivism has dropped significantly over a 10-year period. In 2003, the recidivism rate was 28 percent. In 2013, it was 21 percent and it’s held steady in the years to follow.

When it comes to the latest murder charge against Chadwick, the evidence will be presented to a Tom Green County grand jury. They will determine if there is enough evidence to indict Chadwick.

Chadwick is currently being held in the Tom Green County Jail on a $2 million bond.
