SAN ANGELO, Texas — A San Angelo man has been arrested by San Angelo Police after a woman reported being sexually assaulted at the local family shelter. According to an arrest affidavit, the victim and the suspect were both staying at the shelter, individually.
The affidavit states Joel Alejandro Delacruz, on March 27, 2022, sexually assaulted the victim without her consent.
An SAPD detective reviewed surveillance footage from the shelter after an officer spoke to the victim at Shannon Medical Center.
The victim told the officer she was physically forced to have sex with Delacruz without her consent. She also told the officer Delacruz placed his arm around her neck, impeding her ability to breathe, the affidavit states.
The victim confirmed she and the suspect both live at the Family Shelter. She said she lives in a bedroom alone with a bathroom connected to an unoccupied, adjoining room. She told police she was laying on her bed when the Delacruz ran out of her bathroom. grabbed her by the arm and physically forced her into her bedroom closest.
While in the closest, she was begging him to stop and to leave her bedroom, the affidavit states. The victim said while in the closest she was sexually assaulted and the assault caused her to be in pain.
The victim, according to the affidavit, said she was physically forced back to her bed and sexually assaulted again. The suspect is alleged to have gotten behind the victim, placing his inner arm around her neck to impede breathing and biting her on the back.
Footage from the shelter showed Delacruz entering the victim's unoccupied bedroom, then the victim returning to her bedroom while Delacruz was still in the room, without the victim's knowledge at the approximate time of the assault.
Delacruz was arrested and booked into the Tom Green County Jail on a charge of sexual assault, a second-degree felony. His bond was set at $200,000.
According to jail records, Delacruz was wanted on a charge for failure to appear for a assault causes bodily injury charge in San Patricio County. That bond was $5,100.
