Abilene Police chief reacts to death of homicide suspect

ABILENE, Texas — An Abilene man arrested in connection to a 1982 double homicide has died and Abilene Police Chief Rondell Serratte says the department's focus remains on seeking justice for the victims and providing closure for their families.

Billye Charles Brown was arrested and charged with two counts of first-degree homicide in the 1982 deaths of of his wife and stepdaughter.

In March 1982, the APD responded to a double homicide in the 1300 block of South Bowie Street. The victims were identified as 30-year-old Susanna Flores Brown and her eight-year-old daughter, Franchesca Antionette Martinez.   

The case remained cold for 41 years.

According to the APD, cold case detectives revisited the crime, and through advancements in DNA technology and new information, an arrest warrant was issued by the Taylor County District Attorney’s Office. Brown was arrested and released on bond in October 2023.

In a media release, Seratte said the APD recently learned Brown's July 27 death and identified him as a suspect in an ongoing cold case murder investigation.

"Our deepest condolences go out to his family and loved ones during this difficult time," Seratte said. "While it is always tragic when a life is lost, we believe it is important to acknowledge the efforts of our dedicated officers and investigators who worked tirelessly to bring charges against Mr. Brown.

Our focus remains on seeking justice for the victims and providing closure for their families.
