BROWNWOOD, Texas — A Brownwood man is dead and a Brady man has been charged with murder after a shooting early Thursday in Brownwood.

The Brownwood Police Department said dispatch started getting calls about about shots fired on Elizabeth Drive shortly after midnight Thursday. Several callers reported a man had been shot.

When officers got to the scene, they were directed to the front yard of a home where they saw two women tending to a man who appeared to have a gunshot wound. CPR began until Brownwood Fire Department and Lifeguard Ambulance Service medical personnel got to the scene.

The man, Ivan Sergio Garcia-Rincon, 34, of Brownwood, was taken to Hendrick Medical Center-Brownwood in critical condition. Lifesaving measures continued inside the emergency room, but were unsuccessful and Rincon was pronounced dead at the hospital.

Brownwood police officers started investigating the incident and contacted the Criminal Investigations Division for further support.

BPD said it is believed in the late evening hours Wednesday, the suspect, Jose Alfonso Portillo, 28, of Brady, went to the home and was speaking with a woman. An argument started between Portillo and Rincon, then Rincon exited the home. As Rincon ran towards the vehicle Portillo was sitting in, Rincon was shot. Several shots were fired before Portillo left the scene, police said.

As officers were arriving on scene and helping with medical care, Portillo returned and was found by police, sitting inside his vehicle at the end of the street. Portillo was detained by police and later interviewed.

Portillo was ultimately arrested at approximately 2 a.m. and taken to the Brownwood Law Enforcement Center where he was charged with murder.
