An online obituary says Dwyer, who attended Lake View High School, was affectionately known as "Little James" and spent most of his life in San Angelo.
"He was a huge NASCAR fan who was always cheering for his favorite driver. He also really enjoyed fishing and found peace being outdoors. Little James was a very kindhearted, giving person. His loyalty couldn't be questioned, he was always the first one there to try to help someone in need."
"Little James never met a stranger. He had the ability to light up a room with his presence and leave a lasting impression on those he met. Little James's life will be honored in a private memorial, surrounded by his family and close friends. It will be a time to share stories, to laugh, to cry, and to remember a man who was truly one of a kind.
He will be deeply missed and never forgotten!"
